Next time round encourage 'all' residents of Henllan to put up hanging baskets outside their property and even fund them via CC. For those that cant/wont build their own one could get a job lot from the many providers around the area. Surely somebody could go around and drill a few holes and set up the necessary fitments which could last years. Dog walkers could do the watering as and when necessary. Bees would benefit as well. You might need to consult Elf'n Safety .
